The Capital is the in-fiction endpoint of Emma and Koo's journey in Beast of Reincarnation, structured as a road through district levels modelled on the real-world Kanto-to-Kyoto route.
Beast of Reincarnation is built from five large areas, each holding several zones. The route runs east to west from the Kanto Region to the Capital aboard the walking vessel.
