The ruler of the Capital is the figure who sets Emma's journey in motion. English-language coverage of the launch reveal calls him the King of the Capital, rendering the Japanese 都の王, and describes him as humanity's last hope. He is voiced in Japanese by Tetsuo Kanao.
His English title is not fully settled. Some documentation refers to the leader who issues Emma's task by an administrative title instead of a royal one, and no official English source has confirmed which form the game itself uses. This page keeps the launch-reveal name and does not treat the alternative as an official rename.

A report reaches the Capital that a sealer capable of holding more than one strain of blight has appeared in the east. Acting on it, the Capital sends word to Ogouchi with a task for that sealer, which is how Emma ends up hunting the Nushi rather than living quietly on the edge of a colony. Her whole route west is that assignment being carried out, which makes the ruler the reason the journey exists even though he is at the far end of it.
The Capital is both the destination and the last stretch of the campaign, so the figure who issues the order is not met until very late.
The Capital describes the destination itself, Emma covers the sealer carrying out the order, and Voice Cast lists the full announced performers.
