The double-O agents operate together here, which is the only point in the game where the ensemble the Malta sequence hinted at actually materialises, and the hotel explosion is the moment that removes it. Bond survives more or less by chance and comes out of the chapter as the ranking agent. Main writer Michael Vogt has described the setup as a deliberate false promise, with the group dynamic staged so that its collapse lands harder.
