Bring the ship to a Shipwright-built Wharf, open the customization menu, and select the matching sail slot. Twilight appears in the option list once the unlock condition (Style Book or stock availability) is met.
Unlocked by reading the matching Style Book, sold by the Brethren of the Coast Provisioner. Style Books for the Brethren of the Coast are priced in Guineas, not Piastres, and gated behind reputation tiers.
The unlock is the Style Book: Brethren Sails Colors, sold by the Brethren of the Coast Provisioner once your reputation reaches the rank that opens their cosmetic stock. That one book unlocks two Brethren sail schemes: Twilight (the standard gray sails) and its sibling design Jolly Roger's Grin. Reading the book removes it from your inventory but the colors stay unlocked forever.
Twilight is a faction sail color, not a hull-specific part. Once the Style Book is read, the design is stored on your character permanently and can be applied to any ship that character owns, whether it is a Ketch, a Brig, or a Frigate, including the Stock, Brethren, and Blackbeard variants of each hull. It is purely cosmetic and stat-neutral, so it changes how the sails look and the signal they send to other crews at sea, nothing more.

Because Twilight is bundled with Jolly Roger's Grin in a single Style Book, buying it gives Brethren-aligned captains two sail looks at once. Pair it with a matching hull color from a Brethren hull Style Book for a full faction theme, and remember the change is visual only, so it never affects ship speed, cargo, or combat.
