The Smugglers of Port Royal Trade Goods Merchant sells the eight standard cargo categories that drive faction merchant contracts. Stock and prices are identical to the Trade Goods Merchants of the other three factions. Where the Smugglers Buyer is the most profitable end-of-route buyer for relics and luxury cargo, this Merchant is the supply side: the cargo you load up before sailing toward a high-payout contract holder.
The Smugglers of Port Royal Trade Goods Merchant is stationed at the Smugglers Main Base. The vendor stands close to the faction's Provisioner and Bounty Agent at the same camp, so a single visit can cover all three NPCs. Travel to the main base requires sailing access and, in most cases, a faction quest first contact: see Smugglers of Port Royal for the route in.

Smugglers cargo is interchangeable with cargo from any other faction Trade Goods Merchant. You can buy here and sell to a Brethren or People of Tortuga contract holder if the route fits.
If you are already at the Smugglers Main Base to sell relics at the Buyer, top up cargo on the way out so the inbound trip is not empty.
All Trade Goods Merchant prices are flat per unit and not gated by reputation, level, or progression, so this NPC is usable from the moment you find the camp.
Buying cargo at the Smugglers of Port Royal Trade Goods Merchant is reputation-neutral by itself; the reputation comes from delivering that cargo on a contract held by Smugglers of Port Royal or another faction. See Faction Reputation for how reputation gates higher Provisioner stock.
Every faction runs its own Trade Goods Merchant, and all of them carry the same eight cargo categories at the same flat per-unit prices. Buy from whichever camp is closest, then deliver on a Merchant Contracts route held by any faction. The four merchants are listed below.

Delivering it on a contract raises standing with the holding faction, and Faction Reputation unlocks better goods at the camp's Smugglers of Port Royal Provisioner. Reputation with each faction is measured in four tiers.
