Sewing Tools are a Tortuga-only purchase. The main story quest chain escorts the player to Tortuga by placing waypoints on the world map after the first few Coastal Jungle objectives. Players who follow the quest markers reach the Tortuga harbor by sail and then walk into the market district without having to search by hand. Free-form players can sail to Tortuga at any time, but the first visit still requires the harbor-approach story moment to enable the faction hub fully.
Inside the Tortuga market, Sewing Tools are stocked by the People of Tortuga Provisioner. The stall sits near the market entrance and is one of the first vendors the player passes on the way in. At low reputation the Provisioner still sells basic supplies, so no trust-level grind is required to buy Sewing Tools.

Sewing Tools are the gating input for the game's fabric-tier clothing and armor recipes. Until one is in the inventory, the Workbench will refuse to craft higher-quality shirts, coats, and cloth armor pieces that require stitched construction. A single Sewing Tools item is consumed per higher-quality craft, so the stack of 100 in the player's inventory is effectively a meter for how many cloth items can be produced before the next Tortuga run.
Keep 5 to 10 Sewing Tools at base when building out a full cloth armor set. Each piece of the set consumes one unit per craft.
Bundle the Tortuga trip with other Provisioner purchases like Coffee Beans and rope so a single market visit covers multiple project backlogs.
Sewing Tools do not expire, so buying in bulk on an early Piastre surplus run is cheaper than repeated single-unit purchases.
