The Rogue Buccaneers Trade Goods Merchant sells the eight standard cargo categories used in faction merchant contracts. Prices and stock match the Trade Goods Merchants of the other three factions exactly, so the Rogue Buccaneers spawn point is most useful when their main base is the closest cargo source for the route you are running.
The Rogue Buccaneers Trade Goods Merchant is stationed at the Rogue Buccaneers Main Base. The vendor stands close to the faction's Provisioner and Bounty Agent at the same camp, so a single visit can cover all three NPCs. Travel to the main base requires sailing access and, in most cases, a faction quest first contact: see Rogue Buccaneers for the route in.

Trade Goods Merchant stock is identical across factions. The reason to choose this NPC is shorter sailing time to your contract destination.
Cargo bought here can be sold to any contract holder who lists the matching category — you are not locked to the Rogue Buccaneers' contract chain.
Cargo categories sit in the player inventory as a single stackable item per category, so you can fill a hold with mixed cargo and pick the highest-paying contract on arrival.
Buying cargo at the Rogue Buccaneers Trade Goods Merchant is reputation-neutral by itself; the reputation comes from delivering that cargo on a contract held by Rogue Buccaneers or another faction. See Faction Reputation for how reputation gates higher Provisioner stock.
