Plans: Rapier of Devastation is a Recipe Paper that unlocks the Rapier of Devastation, a Rare and Epic tier rapier. Rapiers are one-handed Pierce blades that scale with Precision, and the Rapier of Devastation is the Plague marks combo blade of the class, built around stacking marks then detonating them with a Heavy Attack.
Reading the plan adds the Rapier of Devastation recipe to your Crafting list at the Weaponsmith Workshop. The recipe is character-bound after learning; a duplicate plan is sellable.

This plan is among the rarer Recipe Papers drops, best farmed from mid-tier chests and quest reward caches. Crafting the weapon needs both this plan and the appropriate refined materials at the Weaponsmith Workshop, so do not consume the plan until you are within reach of those resources.
The Rapier of Devastation pays off on a Precision build with an off-hand Pistol. Use Light Attacks to build Plague marks, then a Heavy Attack to detonate them for the bonus Damage spike.
Prioritize the Epic ascension if you can: consuming more than 5 marks in one Heavy Attack refunds 40% of your Maximum Health, which is strong sustain in longer fights.
