The Black Flag is a plain, unmarked ship cosmetic in Windrose, applied at a Wharf to fly no faction colours. It is the default flag every ship starts with, so it needs no Style Book to use.
A flag with no markings. For those who refuse to take sides.
Sail to a player-built Wharf and dock the ship there. Approach the Wharf, open the Manage Ship menu, switch to the Customization tab, and select Black Flag from the Flag option list. Because it is the baseline design, it is always available with no purchase or reputation requirement.
A baseline cosmetic option available at any Wharf. No Style Book purchase is required to apply this design, unlike the faction flags sold through the Rogue Buccaneers and the other factions. It is the flag a freshly built or freshly bought ship flies until you choose a coloured design.

Flag changes are visible to other players in PvE and PvP, so the design you fly is also a signal of which faction you currently care about. Flying the plain black flag signals neutrality.
Designs are bound to the character that read the matching Style Book, not to a specific ship, so all of a character's owned ships can use any unlocked flag. The black flag is the exception: it is always available on every ship.
A flag does not affect ship stats. It is purely cosmetic, so swap it freely without worrying about a damage or speed penalty.
The Black Flag is the fallback for crews who do not want to broadcast an allegiance. Switching back to it from a faction flag is free and instant at any Wharf, which makes it handy when you want to travel without advertising which faction's Insignias you are currently grinding.
