Factions and the Council

Initial version (2026-10-20)
Tropico 7 has eight political factions and a new Council where El Presidente meets their representatives face to face. The announcement teaser at gamescom in August 2025 gave a first glimpse of the Council. Kalypso Media explained the system in the second part of the first dev log (May 5, 2026) and the official FAQ. The game releases on January 28, 2027.
The FAQ lists "8 distinct local factions with unique demands". Not all are active at once: "Depending on the era, 2 to 6 distinct factions are represented at the same time." Factions are placed on the Political Matrix, and citizens inside a faction's area are its members, as a moderate, loyalist or fanatic. Citizens without a faction sit in the centre of the matrix as undecided.
As of October 2026, official material had confirmed only two of the eight factions:
Faction | What is confirmed |
|---|---|
Environmentalists | Their spokesperson in the Council is Sunny Flowers |
Religious faction | Building a cathedral requires a really good relationship with it |
Kalypso had not named the other six factions or any other spokesperson as of October 2026, and had not said which factions appear in which era.
In the Council, players meet spokespeople from the various factions. The August 2025 announcement said it "puts El Presidente face-to-face with faction leaders to negotiate, manipulate, or charm his way to power." The store feature list describes summoning the factions to the Council as "a new way to meet them face to face", either to dismiss their wishes or to use them for a "BIG DEAL" to the player's advantage.
Superpowers can also be invited to the Council: the dev log says to build embassies and invite superpowers from the Foreign Politics menu. See Superpowers and Foreign Affairs.
Each faction has a standing with the player. The dev log advises talking to factions that have a strong negative influence on the election result.
Fulfilling a faction's demands gives a reward and raises standing with that faction.
To get the most reputation, fulfil one demand per year for each faction.
Raising standing with one faction can make another faction unhappy. The FAQ warns that cozying up to one faction or superpower might make others unfriendly.
One possible reward for meeting a faction's demands is a faction deal. It lets the player activate one edict inside that faction's sphere on the Political Matrix, even if the edict lies outside El Presidente's own political orientation. See Constitution and Edicts.
Newspapers, radio stations and TV stations can change faction membership. Media can sow doubt among a faction's members until they leave and become undecided, then push those undecided citizens into another faction. The dev log notes that this can make one faction very large while the others stay small, which makes it much easier to pursue policies that suit the large group.
Kalypso presents the Council as a replacement for an older mechanic. The dev log says: "With the Council, we have replaced the ultimatums that kept popping up in Tropico 6." The stated aim is to avoid interrupting the flow of play, and the FAQ's list of changes compared with Tropico 6 describes the Council system as a way to meet faction spokespeople "in a civilized manner".
Factions matter most at election time. Citizen satisfaction translates into election support (see Citizens and Satisfaction), and factions with a strong negative influence on the result are the ones the dev log recommends meeting in the Council.
