Pelipper is a Water/Flying-type Pokemon in Pokemon Pokopia, classified as the Water Bird Pokemon (Dex #124). It protects its young in its beak and bobs on waves, resting on them on days when the waters are calm. Pelipper is paired with Wingull (Dex #123) as part of the same family. While there is no evolution mechanic in Pokopia, both can be found independently. Pelipper carries the Water and Fly specialties, the same pair as Wingull, but Pelipper is harder to find due to its Rare status.
Pelipper shares both of its habitats with Wingull, but spawns as a Rare visitor at each.

Pelipper is a Rare visitor at the Windy Flower Bed. It appears during Morning, Day, and Evening in all weather.
Both habitats can be placed in any area, including Withered Wastelands, Bleak Beach, Rocky Ridges, Sparkling Skylands, Palette Town, and Cloud Island. Building both habitats simultaneously doubles your chances of encountering Pelipper.
Because Pelipper is Rare at both habitats, building both the Elevated Yellow Tall Grass and Windy Flower Bed gives you the best odds. Check during daytime hours (Morning, Day, or Evening) since Pelipper does not appear at Night. When it shows up, walk up and interact with it.
Pelipper has the Water specialty. Pokemon with this specialty can spray water on nearby fields and plants. This is useful for watering crops, flowers, and creating Hydrated grass habitats to attract additional Water-type Pokemon.
Pelipper also has the Fly specialty. If you speak to a Pokemon with the Fly specialty while using the Pokedex to search for another Pokemon, they can take you directly to that Pokemon's location. This fast-travel ability is shared with Wingull.

Pelipper is paired with Wingull (Dex #123). In the main Pokemon series, Wingull evolves into Pelipper at level 25. In Pokopia, both are found independently. They share the same two habitats and the same two specialties (Water and Fly). If you just need a Water or Fly Pokemon, Wingull is the easier option since it spawns as Common.
If you already have Wingull for Water and Fly duties, Pelipper is not strictly necessary. However, having both gives you more coverage across multiple habitats.
Build both Elevated Yellow Tall Grass and Windy Flower Bed habitats at the same time to maximize your chances of encountering Pelipper.
Pelipper only appears during daytime hours (Morning, Day, Evening). Check during these times and return later if it has not appeared.
Since Pelipper is Rare, it may take several in-game days before it shows up. Be patient and keep checking.
