Ludicolo is the final stage of a three-member family. In the main Pokemon series, Lotad (Dex #172) evolves into Lombre (Dex #173) at level 14, and Lombre evolves into Ludicolo with a Water Stone. In Pokopia, there is no evolution mechanic, so each member must be found at its own habitat independently. Ludicolo shares the Uplifting Duckweed habitat with Lotad.
Ludicolo only appears at one habitat (Uplifting Duckweed), so this is the only way to find it. Be patient with its Rare rarity.
