Harpeno is a Neighbor in Petit Planet. Harpeno is a Starsea Patrol Officer, a Neighbor tied to the travel routes of the star sea much like fellow traveler Msafiri. Her character tagline is The Rules Stand, Yet Safety Comes First. As a patrol officer, Harpeno keeps watch over the travel routes that wind between islets and planets, a role that fits naturally with the game's emphasis on exploration through the wider star sea.

Harpeno's profession centers on the paths and routes that connect the scattered worlds of the galaxy. Where other Neighbors are tied to a craft or a hobby, Harpeno's work is about keeping the lanes of travel orderly and safe for the small community of planet tenders moving between islets.

Official material frames her authority in absolute terms: her gaze is the measure of traffic order across the Starsea routes, and the rules are hers to enforce. The same description then turns that on its head. Faced with danger, she will carve out a passage to safety for anyone who needs one, because order exists to protect rather than for its own sake.
That tension is the character. She is the closest thing the roster has to an enforcer, in a game with no combat and no failure state, and the enforcement is written as care rather than authority.
