The Arc is S-Class, its type is Plasma, and its advanced attribute is Crit Rate. Unlike the Phase 1 Arc Ravenous Blade, which is a pure on-field carry piece, its passive scales Support Skill and Ultimate damage rather than sustained basic attack output, which fits Linko's Synced Strike kit.

The text ties the Arc to broadcast and signal imagery, which matches Linko's presentation. She is an agent of ETD-6 within the Bureau of Anomaly Control and fights alongside Xiaozhen, an anomaly partner that takes the form of a television-headed backpack.

Passive Effect: Golden Record
The passive, Golden Record, has three parts. It grants a flat ATK increase, a large increase to the wearer's Support Skill Crit DMG, and a stacking Ultimate Crit DMG buff that builds when the wearer deals damage with a Support Skill. Stacks last 3 seconds and cap at 3, with re-triggering resetting the duration rather than extending it.

The Arc is a burst-enabler rather than a sustained damage piece. The short 3-second stack window means the wearer has to land Support Skill damage and then immediately follow into an Ultimate to convert the buff, which is a tighter rotation requirement than the 15-second window on Ravenous Blade.
Role
The effect profile points at a character who uses Support Skills as a regular part of their rotation and finishes with a high-multiplier Ultimate. That is a narrower requirement than a generic ATK Arc, and it means the Arc is unlikely to be a good default pick for an on-field carry that rarely swaps.

Hold Tri-Key reserves until you have decided between this program and the Bright Moon Special rerun, since limited programs do not carry over between phases.
Refinement decisions are hard to reverse; the R1 to R5 table above is the live scaling, so compare the R1 values against what you own on the S-Class Arcs page before committing duplicates.
The Arc only pays off on a character who lands Support Skill damage right before an Ultimate. On anyone else the ATK bonus is the only part that applies.
How It Fits Linko's Rotation
Golden Record maps directly onto Linko's kit. Her Redirect Skill, Full-Frequency Pulse, deals up to four instances of Anima damage and then calls Xiaozhen or an ally for a Synced Strike; the Support Skill damage from that sequence builds the Ultimate Crit DMG stacks, and her Ultimate, Oversync, is meant to follow within the 3-second window while the Resonance Field is up. Her A3 awakening, which resets Full-Frequency Pulse on casting Oversync, tightens the loop further, and A8 extends the Resonance Field by 5 seconds, which gives more room to line up the stacks before the Ultimate lands.

The two programs draw on separate key types (Soundscape Keys against Bright Moon Keys) but both accept Tri-Keys, so a player with a fixed Tri-Key budget has to choose. Voice of the Voyager is the better spend for anyone who pulled Linko; Marching Beyond Time is the better spend for a roster built around Hotori or Jiuyuan Ultimates.
