Neverness to Everness features a crime and wanted system inspired by open-world sandbox games. Players who commit illegal acts in the city of Hethereau attract the attention of law enforcement, triggering escalating consequences. The system adds a layer of emergent gameplay to the open world, allowing players to engage with or avoid criminal activities as they choose.
The following actions increase the player's wanted level.

The wanted system uses escalating levels. As the player commits more offenses or fails to evade law enforcement, the wanted level increases. Higher wanted levels result in more aggressive police response, including faster patrol vehicles, roadblocks, and more persistent pursuit. The wanted level decreases over time if the player avoids further criminal activity and successfully evades pursuing officers.
When the wanted level reaches a sufficient threshold, police units actively pursue the player. Pursuits involve patrol cars chasing the player through city streets, with officers attempting to box in or disable the player's vehicle. The reactive traffic AI means that NPC vehicles also respond to the chase, creating dynamic scenarios where civilian cars swerve out of the way or get caught in the chaos.
If the player is caught by police, they are sent to an in-game detention center (prison). This is not a game-over state; instead, prison is a playable environment with its own activities and escape options.
While in prison, players have several options for passing time and working toward release.
Community service: complete work tasks to reduce the remaining sentence duration. These tasks vary and provide a structured path to release.
Solitary confinement: certain actions within the prison can result in being placed in solitary confinement, which is a more restrictive state.
Social interaction: interact with other inmates and prison NPCs for dialogue and minor activities.
Rather than serving their full sentence, players can attempt a jailbreak. The prison environment includes multiple escape methods, each with different difficulty levels and requirements. Successfully escaping the prison returns the player to the open world, though the escape itself may attract further wanted attention. The jailbreak mechanic transforms what could be a punitive system into an engaging gameplay opportunity.
