Where Loyalty Lies brings Coen into the Manumits' investigation of their missing scouts. Progress requires both the earlier meeting with Crake and sufficient opposition to the vampire court.

Reaching the hideout
Raise Court Infamy through activities against Brencis's forces until the Notorious rank is reached. Approach Svartrau Plaza during the day for Sara's meeting, then follow her to the hideout. Crake assigns the missing scouts investigation.
Find the pink-fronted house in Neustadt and search the attic lookout. Use Focus Mode, take the Crumpled Note and inspect the window for the blood trace outside.
The warehouse
Inspect the blood by the wooden wagon and follow its trail toward the Middens warehouse. The front door is locked. Climb the cart, crates and structures on the right side, then drop through the roof opening.
Search the scouts' bodies and speak to any survivor. If all four are dead, the objective changes to finding an object that can serve as a catalyst for a corpse. Defeat the soldiers who interrupt the investigation.
Loot their Orders to Scour the Middens. The note reveals that the soldiers know about Layos's infiltration and are using him to search for the rebel hideout. Reporting back to Crake leads into What Hunts the Night.
