The confirmed vendor for this book is the back-alley shop that spawns in Muiquun after the Lawless Market quest chain is completed. This is the same hidden vendor that sells Black Dye, so the unlock steps are identical to the dye walkthrough: liberate Muiquun from the Mistcloaked Owls, eavesdrop on the southeast side of the settlement to trigger Lawless Market, steal and deliver three wagons to the local fence, then fast travel away and back so the back-alley vendor appears on the east side of the village.

Once the shop is open, Two-Handed Weapons of the World, Vol. IV sits in its rotating inventory alongside the Black Dye bottle. Buy the book, read it from the inventory to register the recipe, and the Dandelion Longsword becomes craftable at any standard smithy. The vendor restocks on the normal back-alley cycle (roughly every one to two in-game days), so a copy of the book can be re-purchased if sold or lost.
