Trace of the Thunder God sits at the end of a fairly long faction chain. Before the Sa Clan becomes available, several other Paloon factions have to be cleared first:
Paloon Militia: 15 out of 27 quests completed.
Bayhan Tribe: Lantern Lit Frost finished.
Scoghorn Tribe: full faction quest line cleared.
Longleaf Tribe: full faction quest line cleared, which also pays out the Icicle Edge Horn used to summon a legendary mount.
Only once the Longleaf Tribe line is fully finished does the Sa Clan open for business, and only then can the quests leading to the Thunder God reward be started.
The Sa Clan chain begins with Jackal Scheme, a liberation quest for a town to the northeast of Paloon that has been taken over by jackals. Clearing that town unlocks the follow-up chain Master of Thunder, which plays out at the northeastern point of Paloon and ultimately leads up the Windong Peaks.
The Windong Peaks section has you restore a lightning device by following where the lightning is pointing, turning each pylon in the correct direction, and re-lighting the path to the summit. Once all pylons are restored, the Greymane can climb to the actual Windong Peak.
At the peak, a three-phase boss fight against a giant titan plays out. The titan drops his weapon, a unique abyss gear armor set, and other pieces on defeat. Handing the quest in at the end is what awards Restored Balance, which in turn pays out the Trace of the Thunder God key item.
Trace of the Thunder God grants a large block of Paloon contribution points when consumed. The Rage Gaming guide cites 20 points as the amount delivered, which is meaningful given how gated Paloon contribution can be in the mid-game.
