Queen of the Skies is a faction quest in Crimson Desert, part of the Dark Shadow Engulfing the Fort quest series. This quest takes place in the Hernand region.

Queen of the Skies is a Palun Militia quest. It does not appear in the journal until every earlier militia quest in the Palun region is complete, so work through the militia chain first before expecting this to surface. Once it is available, the quest marker points up to the Harpy's Nest at the top of a mountain between the A and the I in "Palun" on the map.
The approach is coated in regular harpies. You can fight through them if you want extra loot, but it is easier to sprint past them directly into the boss arena, because the sheer number of regular harpies makes a full clear a long slog. Entering the arena triggers a cutscene that introduces the boss in front of an enormous fire wall.
The Queen spends most of the fight in the air. She rains projectiles down at you, so keep moving and use cover where you can. Periodically she dives in for a melee swoop attack. That swoop is your main DPS window. A melee build should stay patient, burn stamina food, and layer damage during each swoop until she flinches down to the ground. A ranged build can stay honest and whittle her down with bow shots in between dodges.
Nature's Focus Mode is a useful tool against her projectiles: entering Focus and using the nature deflection option repels the incoming shots back at her, which lets a ranged player turn her own pressure into damage. When she finally dives, a melee character can stagger her with a heavy combo plus a Turning Slash finisher to knock her prone before she takes off again.
Completing the quest awards a Infinite Arrows II Abyss Gear (40% chance to refund an arrow) as a guaranteed reward, alongside militia standing and a pile of miscellaneous loot. The guaranteed tier II is one of the cleanest ways to secure half of the standard infinite arrows stack; pair it with Infinite Arrows III from Special Synthesis to reach the 100% refund cap without touching the durability-bound Greater Infinite Arrows.
Queen of the Skies is gated behind a short Pelune Malisia militia chain. The faction-board hook is the "Dark Shadow Engulfing the Fort" starter quest, which surfaces the Bloody Path bounty, which in turn lights the marker for the Queen of the Skies arena. The boss fight itself is fast once the chain is open, but skipping any of the militia entries below will hide the Queen of the Skies quest from the journal.

Because the Bloody Path bounty trigger is the only Bloody Path step required for the chain, players who prefer to route this purely for the abyss-gear payoff can skip the rest of the Bloody Path objectives entirely and return for them on a later faction sweep.
Defeating the Queen of the Skies drops the Infinite Arrows II abyss core into inventory automatically once the cutscene closes. The core has a high refund chance per fired arrow, which makes it the keystone reward for any bow build that wants to spam expensive elemental or status arrows without burning through inventory. The reward is guaranteed: there is no roll on the drop, and the core is not gated behind a higher difficulty tier.

This boss is the second of two militia chain payoffs — White Horn (Frost Hail) is the other — and the militia line is the cleanest source of both pieces. The two chains share the Pelune Malisia entry quests and the Bloody Path bounty trigger, so a single militia sweep can route into both rewards back-to-back. Beyond the guaranteed drop, Queen of the Skies is a pivotal step in the Palun Militia chain and opens later militia rewards. The fight itself is one of the first encounters that explicitly rewards using Focus mode offensively, so it is a good testing ground for projectile repels before later bosses that demand the same trick.
