The Frozen Heart Plate Gloves are tucked away at the eastern port of Delicia Castle. From the city's fast travel point, head left down the main walkway that runs beneath the stone tunnels.
Follow that walkway until it opens onto a high wall overlooking the port. Glide off the wall and angle toward the docks below. You will land near a ramp that leads up to an undercover section of the harbor.
Along the ramp, look for a suspicious wooden plank blocking a small cubby. Break it with a weapon stab, or pull it off using Axiom Force from a distance. The chest sits inside the cubby on the right.
The gloves carry abyss cores that boost ore yield while mining. If you do heavy resource farming, equipping them during mining runs can noticeably increase the amount of ore you pull from each node.
