The event appears to be one of the larger Chaos incidents in the game's backstory, the kind of catastrophe that motivates the task force the player's Captain leads. Her investigator framing suggests she is looking for answers about the disaster, though multiple sources note that "the fate of the city and its inhabitants is largely in her hands," a phrase that carries a deliberately ambiguous tone regarding her motives.
