Rogue Buccaneers are one of the four player-facing factions in Windrose, alongside the People of Tortuga, Smugglers of Port Royal, and Brethren of the Coast. They specialize in cannon plans and beast trophies, and they are the first faction many players engage with after Tortuga because their introductory quest line (Buccaneers and Glorious Hunters) triggers from items found inside Coastal Jungle ruins.

The Rogue Buccaneers Main Base is not on the Tortuga island. It is a separate camp built around a cave system on a remote island that requires a seaworthy ship to reach (complete I Need a Bigger Boat first). The pin appears on the world map after the player completes the Buccaneers introductory quest, or sooner if the player has already collected the Glorious Hunters quest items from the abandoned Buccaneer cluster.
Once the Main Base pin is on the map, sailing into the camp's bay unlocks a permanent Fast Travel point. No Fast Travel Bell required.
The four key NPCs at the Main Base: Henri Boucher (quest giver), the Bounty Agent, the Buyer, and the Provisioner.
The Rogue Buccaneers Buyer purchases two trade-good categories plus several beast-trophy heads. Heads come from killing the relevant wildlife on islands across the Coastal Jungle and Foothills.

The Rogue Buccaneers Provisioner is the canonical source for cannon plans. Plans are reputation-gated and cost Piastre. Three slots cover the entire cannon caliber range: 12-pounders for Ketch and Brig defaults, 24-pounders for Frigate broadsides, and 36-pounders for Frigate maximum-volley loadouts.
12-Pounder plans: entry tier, low reputation gate. Sets up every Brig and Ketch's main battery.
24-Pounder plans: mid-tier, requires sustained reputation grinding. Default Frigate caliber.
36-Pounder plans: top-tier cannon, only fits the Blackbeard Frigate hull. 2,500 base damage per volley, 14-second reload, the heaviest single shot in the game. Reputation Rank 4 gate.
Hull Bracing variants: the Provisioner also stocks higher-tier Hull Bracing plans alongside the cannon plans.

Two compounding income streams feed Rogue Buccaneers reputation: insignias (drop from any pirate kill, hand in to the Bounty Agent) and Letters of Favor (drop from completing faction-aligned side quests).
Insignias: Newhand 1 rep, Deckhand 4 rep, Veteran 20 rep, Old Salt 80 rep. Drop tier scales with the killed pirate's rank, so harder camps drop better insignias.
Letters of Favor: 10 rep each. The Buccaneers introductory quest pays 5; a follow-up faction quest typically pays 5 to 10 more. Pure rep efficiency.
Glorious Hunters: about 200 reputation in a single quest. The fastest sub-hour reputation push to Rank 2 in the early game.
Pushing Rogue Buccaneers reputation first is the right call for melee-and-cannon-focused captains. The 12- and 24-pounder cannon plans are universal upgrades that fit every hull, the 36-pounder unlocks the largest single-volley naval loadout in the game, and the Glorious Hunters reward (Buccaneer's Friend musket) is a viable ranged sidearm well into the Foothills.
