The On Prisoners journal records the dispatch of the Unsinkable with Israel Hands' trusted men to bring back more prisoners. The journal-keeper notes that the prisoners disappear after Hands takes them somewhere, and is afraid that the crew will be next. It is one of the three Lost Cargo Journals, a set of Legendary notes torn from a single sailor's diary aboard the Unsinkable, Hands' flagship.
Hands sent the Unsinkable out with his trusted men to bring back more prisoners. The old ones are already gone, Hands keeps dragging them off, one by one, to God knows where.
I don't know who they'll hit. Merchant ships rarely come to the archipelago now, and Tortuga lies in ruins.
Good luck to the lads. If they don't bring back fresh meat, I'm afraid we'll be the ones dragged off next.

As one of the Lost Cargo Journals, On Prisoners is most reliably tied to the Unsinkable and its crew. The set as a whole is dropped by crew of the Unsinkable during boarding engagements, looted from sunken wrecks along the routes that ship patrols, and occasionally handed out as a reward from mid-game quests tied to the Hands and Richards conflict. Some community reports also place this note in pirate-camp loot at a low rate, summarised below.

|---|---|---|
Blackbeard Crew Chest | ~1% | Pirate Camps (multiple sites) |
Unsinkable crew (boarding) | Set drop | Open water encounters |
Sunken wreck loot | Set drop | Unsinkable patrol routes |
Read with its companion pages, On Prisoners is the crew-level view of Israel Hands' unravelling. After Hands took a supernatural artifact from Thomas Richards, he began muttering in an unknown tongue and dragging captives away one by one. The abductions hint at a ritual component, echoing the blood rituals described on the Clay Tablets and the wider Senkamati relic lore. The Journal of the Captain of the Unsinkable picks the story up from the captain's side: he is the one being sent for prisoners, he suspects Hands is feeding them to an altar, and he drinks heavily to sleep.
