Reading it permanently unlocks a set of heavy mahogany drapes with neat folds and decorative wall shelves for that character. The pieces belong to the ornate Spanish Caribbean building style and suit a governor's house or any finished interior.

The paper is consumed when it is read. Reading it adds every listed entry to the relevant crafting station's recipe list permanently for that character, with no further fee. Curtains and shelves are then built from gathered materials in build mode. The unlock is bound to the character that read it, so each member of a shared base must find and read their own copy. Reading a second copy does nothing, so a duplicate is best sold or traded.

Read the paper at a base near a crafting station so the new entries appear in the build menu right away.
Elegant shelves and curtains are decorative; they do not add storage. For interior comfort, pair them with Luxurious Seating so the room gains a Comfort System bonus from the seating sub-category.
Match curtain length to window height: long curtains for tall stained-glass windows, short curtains for standard openings.
A duplicate copy can be sold for Piastre or kept as a barter chip until a shared base has the whole Spanish Caribbean set.
