The tooltip reads "Found on the beach," and the second flavor line, "It might contain a pearl," is literal: opening a closed shell from your inventory has roughly a 25% chance to yield a Pearl, so on average about one shell in four pays out. Pearls also drop separately from Drowned variants and Thorn Fiddlers, but the shells are the steady early supply.

Pearls are valuable downstream: despite sitting in the Ammo category they are not fired, they are consumed at the alchemy station to brew the Elixir of Cruelty, which raises damage by 8% for 15 minutes. That makes a stack of shells a convenient portable pearl reserve.
