Charlie Sharpe is a People of Tortuga faction contact. He is a key hand-in NPC in the Buccaneers faction quest chain and the questgiver for Catastrophe's Aftermath, the People of Tortuga faction quest that targets Jim Godart.
Charlie stands on the balcony-palisade above the Buyer at the People of Tortuga Main Base. Once inside the hideout, head through the gate and take the first left. The Buyer is on the ground floor; Charlie and the Provisioner are on the balcony above. Do not go up the main stairs looking for him.

Bringing the Bale of Tanned Hides advances the Buccaneers quest to its final step. The Barrel of Rum Charlie gives you is consumed later, not drunk.
