The Brethren of the Coast Trade Goods Merchant is the Brethren faction's source for the eight standard cargo categories: Contraband, Luxuries, Medicine, Munitions, Naval Supplies, Provisions, Specialized Tools, and Spirits. Stock is identical to the Trade Goods Merchants of the other three factions, and prices are flat per unit regardless of player level. This vendor is the supply side of the merchant contract loop: buy goods here, run them across the map, sell to a contract holder for profit and reputation.
The Brethren of the Coast Trade Goods Merchant is stationed at the Brethren of the Coast Main Base. The vendor stands close to the faction's Provisioner and Bounty Agent at the same camp, so a single visit can cover all three NPCs. Travel to the main base requires sailing access and, in most cases, a faction quest first contact: see Brethren of the Coast for the route in.

Cargo prices at every faction Trade Goods Merchant are identical, so distance to the destination contract dictates which Trade Goods Merchant you start at, not the price tag.
Mix cargoes by route. A long sail tends to want denser high-Piastre cargo (Luxuries at 200, Munitions at 200, Specialized Tools at 200), while a short milk run can absorb a load of Provisions or Medicine at 50 each.
Reputation gating only applies to the Provisioner stock, not to Trade Goods Merchants. Even at Neutral standing you can buy from the Brethren Trade Goods Merchant on day one.
Buying cargo at the Brethren of the Coast Trade Goods Merchant is reputation-neutral by itself; the reputation comes from delivering that cargo on a contract held by Brethren of the Coast or another faction. See Faction Reputation for how reputation gates higher Provisioner stock.
