NEKCOM Entertainment is the Chinese studio that develops Showa American Story. It was founded in 2011 in Wuhan, in Hubei province, and it operates under several names that are all current: NEKCOM Entertainment, NEKCOM Games, the corporate form NEKCOM Inc., and the Chinese name 铃空游戏. The studio's own timeline gives 25 March 2011 as its date of establishment, and its site footer carries a copyright start of 2011. NEKCOM and SHOWA AMERICAN STORY are registered trademarks or trademarks of the studio.

Wuhan was a deliberate choice rather than an accident of where the founders happened to live. The studio said in 2024 that staffing costs there are lower than in a first-tier city, that talent is more stable, that the working environment carries less pressure, and that it does not lose people to constant poaching. As of 2024 its development headquarters occupied three floors of roughly 1,000 square metres each.

Xiangyu Luo, credited in the game's own materials as XY. Luo, founded the studio and serves as its chairman and chief executive. He is known inside the studio and outside it as Boss Cat. He was born in 1983, and he has said that he has never lived in Japan or the United States. Before founding NEKCOM he worked at the Chinese studios of two Western publishers, beginning with an internship in his third year at university and a first credited role as a level designer.
Jensen Fang is the studio's co-founder. The studio's own 2023 copy sets the division of labour out precisely: Xiangyu Luo as creative director and executive producer, Jensen Fang as game director and producer.
Headcount figures for NEKCOM only mean something with their dates attached, because two numbers circulate and they measure different things. About 31 staff worked at the Wuhan studio as of 2024. As of 2025, roughly 150 people, internal staff and outsourced contributors counted together, were working on the project. The larger figure is a project headcount, not the size of the studio's payroll.
The studio said in 2023 that women make up roughly a third of its development team, and that it also employs a large number of women in community management across several countries.
NEKCOM closed an 8 million dollar Series A round led by Galaxy Interactive, announced in July 2022. That money is investment in the studio. It is not a budget for the game, and the studio has not confirmed a development cost for the game.
In March 2025 GCL Global Holdings announced that it had taken a 20 percent equity stake in NEKCOM, and GCL's publishing arm 4Divinity took worldwide publishing of the game. The stated purpose was to strengthen production resources and quality on the development team, and the announcement was timed to coincide with the studio's fourteenth anniversary. NEKCOM's earlier work was in horror. The creative director said in 2024 that starting in that genre felt more approachable for an independent developer, and that the studio always had larger ambitions than its first games suggested. He described the studio's mission the same year as developing the games it wants to play, and being a studio that delivers high-quality games with personality.
On this project that has produced an unusually concentrated kind of authorship. He said in 2025 that everything with direct stylistic impact is written by him personally: the script, the character design, the action design, the visual style, the level design, the prop design and all of the in-game text, with internal designers handling the execution documents for gameplay features.
