Paul Bishop is the character the player occupies in Tom Clancy's Rainbow Six Tactics. He is the new leader of the Rainbow unit, and the campaign is told from his position: you assess intelligence, choose assignments, assemble the squad and direct the operation, rather than fighting as him on the ground.

The identification is consistent across independent accounts of the briefing, so it is reported here as fact, but it has not yet appeared in an official Ubisoft document. If a first-party statement later contradicts it, the first-party statement wins.
His Role in the Game
Bishop is played the way a commander is played rather than the way a soldier is played. He is the frame around the campaign: the person whose decisions the headquarters layer represents and whose investigation the campaign follows. Between missions you review recovered intelligence in his position, choose the next high-stakes assignment, and assign up to four Operators to the job. See Headquarters and Intelligence.
On the mission itself he is not a unit you move. Nothing published indicates that Bishop deploys as a controllable Operator, and the reveal demonstration showed the squad on the field without him. Story is delivered through cutscenes between missions, which is where the character actually appears. See Story and Setting.
Why Bishop
The campaign is about Rainbow being rebuilt under a new commander after a global threat forces the organisation onto a broader strategic footing. Installing a returning character in that seat gives the story a figure with history in the series at the moment the unit is being reconstituted. He is also the only element in the game drawn from that earlier pair of games: the playable roster comes entirely from a different part of the series, and nothing else about Vegas carries over here.
