Swablu evolves into Altaria in the main Pokemon series at level 35. In Pokopia, there is no evolution mechanic, so each member must be found at its own habitat independently. While Swablu is found at the Pink Tall Grass (#137) habitat, Altaria has its own dedicated Birdsong Garden (#147) habitat.
Swablu's Fluff output from the Litter specialty is a valuable crafting material. Keep Swablu around to build up a steady supply.
