The Standard Edition bundles the base game with the Bonus Content Pack, and the Deluxe Edition adds the Deluxe Upgrade Pack on top of both. This is why the console storefronts flag the game as offering in-game purchases: the flag covers those add-on products, not an in-game currency or a microtransaction system, and Frontier has not announced anything of that kind.
