The Bureau of Anomaly Control (BAC) is the primary organization responsible for Anomaly and Esper management in Hethereau and surrounding regions like New Helios. It serves as the governmental body tasked with monitoring, containing, and nullifying supernatural threats.
The Bureau is organized into multiple specialized departments and units. The Reception Hall on the ground floor handles scheduled low-threat anomaly cases and processes Oddity resident permits. The fifth floor houses the Integrated Anomaly Affairs Department for document processing.
Field operations are handled by numbered units and specialized teams such as the Containment Safety Unit (CSU) and Emergency Team Division (ETD).
The CSU is responsible for the safe containment of Anomalies. Units like CSU-2 (Mint's unit) handle dangerous Anomalies that haven't yet been nullified, placing them in temporary containment (tempcon) while working to develop nullification methods.
The ETD handles combat operations against the most dangerous Anomalies. ETD-4, led by Captain Baicang, includes members Skia (wolf-man suppressor), Fadia (vampire fighter), and Lacrimosa (construct summoner).
ETD teams deploy to locations experiencing catastrophic events, such as the Hypervortex emergence in New Helios.
The Bureau monitors the Worheimer Index across different areas to detect and respond to emerging Anomalies. Strong fluctuations indicate high-threat situations requiring immediate response.
This surveillance system allows deployment of appropriate response units before situations become critical.
The Bureau enforces strict information protocols, including the Confident Galaxy regulations. Personnel are prohibited from inquiring about information unrelated to their duties.
Oddities seeking to live in Hethereau must obtain resident permits from the Bureau, queuing in the main hall for processing.
Key Bureau members include Nelly (Secretary General), Mint (CSU-2 rising star), and the ETD-4 team (Baicang, Skia, Fadia, Lacrimosa). The Bureau employs numerous Espers who use their supernatural abilities to combat Anomalies.
