The Bureau of Anomaly Control (BAC) is the primary organization responsible for Anomaly and Esper management in Hethereau. It serves as the governmental body tasked with monitoring, containing, and nullifying supernatural threats throughout the city.

Organization Structure

The Bureau is organized into multiple specialized departments and units. The Reception Hall handles scheduled low-threat anomaly cases. The fifth floor houses the Integrated Anomaly Affairs Department, which processes anomaly certificates and documents for review.

Field operations are handled by numbered units and specialized teams such as the Containment Safety Unit (CSU) and Emergency Team Division (ETD).

Key Departments

The Containment Safety Unit (CSU) is responsible for the safe containment of Anomalies. Units like CSU-2 handle dangerous Anomalies that haven't yet been nullified, placing them in temporary containment while working to develop nullification methods.

The Emergency Team Division (ETD) handles combat operations against dangerous Anomalies. ETD-4, led by Captain Baicang, includes members Skia, Fadia, and Lacrimosa who respond to catastrophic events.

Monitoring Systems

The Bureau monitors the Worheimer Index across different areas of the city to detect and respond to emerging Anomalies. Strong fluctuations in the index indicate the presence of high-threat Anomalies requiring immediate response.

This surveillance system allows the Bureau to deploy appropriate response units before situations become critical.

Regulations

The Bureau enforces strict information protocols, including the Confident Galaxy regulations. The second article prohibits personnel from inquiring about information unrelated to their duties, maintaining operational security.

Oddities seeking to live in Hethereau must obtain resident permits from the Bureau, queuing in the main hall for processing.
