Windrest is the hub settlement of Mistfall Hunter, the safe haven every expedition starts and ends at. It sits on the continent of Weavereach described on The World and Lore, and it is where you prepare, repair, restock, and bank what you carried out of the mist. Everything you do between runs happens here.
Preparing for an expedition
The pre-raid routine runs through a handful of facilities. You allocate talents (resets are free), buy supplies, forge and repair gear, socket affix gems, and then test the result before committing to a run.

Dew and the resurrected hunter
Dew, the fragment of the Fate Goddess who weaves fallen heroes new bodies, is present in Windrest and is the NPC you go to in order to change class. Her role in the setting is covered on The World and Lore.
Pip
Pip lends a name to several things in and around Windrest: the Auction House, the premium secure stash Pip's Pocket described on Extraction and Gameplay Loop, and cosmetic Pouches and Keychains. The Deluxe edition on Editions and Game Pass bundles an emote set titled Pip's Daily Life, and the first season's task rewards include a Pip's Rare Pouch.
Seasonal arrivals
Windrest is not static across a season. The first season opens with a mysterious guest arriving in the settlement carrying news that pulls hunters toward an unknown fate, which is the hook the season's tasks hang from. That thread is tracked on Season 1: Soul Hunt.
