A Lumen Manager is the person responsible for supporting a Lumen Squadron: coordinating the squadron's tasks and managing its public image. It is a support role rather than a battling one, which is what makes Julia's interest in Trey a professional one as much as a personal one.
Julia's early plans fell through, and she returned to Iris Hamlet, the same settlement tied to the researcher Kapan. There she crosses paths with Trey, a fledgling Lumen whose potential she recognises immediately as her own chance of making it big. She is also the character who puts the route decision to you: after the Out of Ideas main quest, Blanco explains the difference between the two factions, but the choice is formally made when Julia asks.
