How we know these characters

All of the characters listed here were revealed on the official Rockstar Games website alongside Trailer 2 on May 6, 2025. Each one came with a description and screenshots. These are the people who orbit Lucia Caminos and Jason Duval in the world of Leonida.
Brian Heder
An old man with a long history in Leonida's drug trade. Brian has been running criminal operations for decades, but he keeps his hands clean. He does not do the dirty work himself. Instead, he oversees a network from his boat yard, letting other people take the risks while he collects.
Brian acts as a mentor figure to Jason. He lets Jason live rent-free at his property in exchange for help around the boat yard and, presumably, help with less legitimate business. The dynamic is transactional but has a paternal edge to it. Brian is the kind of guy who has survived in the drug game by being patient and careful, not by being flashy.
Lori Heder
Brian's third wife. She works at the boat yard alongside Brian. Lori is not just standing around -- footage shows her demonstrating real weapons proficiency. Whether she is a former military type, a hunter, or just someone who grew up around guns in rural Florida is not spelled out, but she clearly knows her way around firearms.
Cal Hampton
Jason's close friend and associate. Cal is eccentric and paranoid, the type of person who monitors Coast Guard communications for fun and always thinks someone is watching. He has been compared by fans to Lester Crest from GTA V -- the tech-savvy, slightly unhinged planner who helps coordinate bigger operations.
Whether Cal actually fills the same gameplay role as Lester (mission planning, heist coordination) has not been confirmed. But his conspiracy-theorist personality and technical know-how suggest he will be involved in the planning side of things.
Boobie Ike
A self-made Vice City mogul who came up from the streets. Boobie owns the Jack of Hearts strip club, which is a confirmed in-game location. He also co-founded Only Raw Records, a music label, alongside Dre'Quan Priest. Beyond entertainment, Boobie has moved into real estate.
He is the kind of character who has a hand in everything. Music, nightlife, property, and whatever else makes money in Vice City. His lifestyle straddles the line between legitimate business and the street culture he came from.
Raul Bautista
A career criminal described as charming and reckless. Raul is a seasoned operator -- he has been doing this a long time and he is good at it, even if his methods tend toward the chaotic. Rockstar's description says he is "always on the hunt for talent" for bank heists, which strongly implies he will be a heist contact or mission giver.
His role sounds similar to heist organizers from past GTA games. If the heist system works anything like GTA V's, Raul could be the person who brings Lucia and Jason into bigger scores.
Dre'Quan Priest
A hustler who turned himself into a music mogul. Dre'Quan founded Only Raw Records. He got his start booking acts into Boobie Ike's strip club, then leveraged those connections into something bigger. The label has since signed legitimate talent and grown beyond its strip club origins.
Dre'Quan represents the entertainment industry side of Vice City's economy. His story is about using whatever connections you have -- even sketchy ones -- to build something real.
Real Dimez (Bae-Luxe and Roxy)
A hip-hop duo made up of two women, Bae-Luxe and Roxy, who have been friends since high school. Rockstar's official description calls them "girls with the savvy to turn their time shaking down local dealers into cold, hard cash via spicy rap tracks and a relentless social media presence."
They scored a hit with a local rapper called DWNPLY and are signed to Only Raw Records, tying them into Boobie Ike and Dre'Quan Priest's circle. Their "relentless social media presence" lines up with the in-game social media systems shown in the trailers.
Stefanie
Lucia's correctional social worker at the Leonida Department of Corrections. Stefanie is the first voice you hear in the game. She appears during what seems to be Lucia's release from prison, which sets up the opening act of the story. Not much else is known about her beyond this introductory role.
Phil
Appears in an Ammu-Nation commercial shown during Trailer 2. Phil is a gun store personality, the kind of guy who stars in his own local TV ads. Fans have speculated that this could be a reimagined version of Phil Cassidy, a recurring character from GTA III, Vice City, Vice City Stories, and Liberty City Stories, but that connection has not been confirmed.
Whether Phil is a mission-giving NPC, a shop vendor, or just a commercial cameo is unclear. His Ammu-Nation tie-in suggests he will at least be connected to weapons purchasing in Vice City.
