Raul serves as a heist organizer who recruits skilled individuals for high-stakes scores. His recklessness raises the stakes with every job, and Rockstar's description warns that "sooner or later, his crew will have to double down or pull their chips from the table." He appears to represent an escalation point in the story, where Jason and Lucia graduate from small-time robberies to major operations.

Brian Heder

Brian Heder is a drug runner and the operator of Brian's Boat Works and Marina. His Rockstar bio reads: "Looks like a Leonida beach bum, moves like a great white shark. Brian's a classic drug runner from the golden age of smuggling in the Keys."

Brian still moves product through his boat yard with his third wife, Lori. He has been "around long enough to let others do his dirty work." Jason works for Brian as an enforcer and debt collector in exchange for rent-free housing at one of Brian's properties. In Trailer 2, Brian tells Jason to "just go get me my cheques," confirming their employer-employee dynamic.

Brian represents the old-school criminal establishment in Leonida. Rockstar describes him as "an old man in a profession where men die young." His drug-running operation through the Leonida Keys (inspired by real South Florida cocaine smuggling history) appears to be the criminal world Jason operates in before connecting with Raul for bigger scores.

The Bonnie-and-Clyde Dynamic

Press coverage and community analysis consistently describe Jason and Lucia's partnership as a Bonnie-and-Clyde dynamic, and Rockstar's marketing leans into this framing. The trailers intercut romantic scenes (dancing, laughing, being intimate) with criminal partnership scenes (armed robberies, getaway driving, shootouts with police).
