Leonida Penitentiary
Leonida Penitentiary is a state correctional facility located in Hamlet, Vice-Dale County, in the state of Leonida. It is operated by the Leonida Department of Corrections (LDC). The prison is where Lucia Caminos was incarcerated before the events of Grand Theft Auto VI. The facility is named directly in Rockstar's official character bio for Lucia, making it one of the few location names confirmed by the developer.
Location
The prison is situated in Hamlet, a small town in the southern part of Vice-Dale County, southwest of Vice City. Hamlet is GTA VI's equivalent of Homestead, Florida. Its main road is a direct rendition of North Krome Avenue, which runs through real-life Homestead. A Keys Causeway directional sign visible in the opening shot of Trailer 2 lists Hamlet and points toward its direction, confirming the town's position near the southeastern tip of mainland Leonida.
Vice-Dale County itself is the fictional equivalent of Miami-Dade County, the county that contains Vice City.

Leonida Penitentiary appears in the very first scene of GTA VI's marketing. Trailer 1 (released December 5, 2023) opens inside the prison with several distinct shots.
Stefanie's counseling room: The trailer begins with Lucia sitting across from a correctional social worker named Stefanie G. in a professional office setting. Stefanie delivers the first line of dialogue ever spoken in GTA VI: "Lucia, do you know why you're here?" Lucia responds: "Bad luck, I guess." A desk nameplate reveals Stefanie's first name and last initial. Her name badge identifies her as an employee of the Leonida Department of Corrections. Background photos of friends or family are visible in the office.
Lucia's cell: A brief shot shows the interior of a prison cell with bunk beds. A family photo is visible on the wall between the bunks.
Prison yard: A view over Lucia's shoulder reveals the prison yard with tables, benches, a watchtower, and a large square building that appears to be the main cell block. Security fencing with barbed wire is visible in a separate shot.
Lucia's uniform: Lucia wears an orange jumpsuit with "LDC" printed across the chest, standing for Leonida Department of Corrections. The jumpsuit is consistent with the uniforms used by the Florida Department of Corrections, which the LDC is modeled after.
Trailer 2 Appearances
Trailer 2 (released May 6, 2025) shows the prison from the outside during Lucia's release, at approximately the 0:50 mark.
Jason Duval drives to the prison to pick up Lucia upon her release. He interacts with a corrections officer at the reception desk. The officer asks: "Have I seen you here before?" Jason replies: "You might have." This exchange is ambiguous; it could mean Jason visited Lucia during her sentence, was previously incarcerated himself, or has some other connection to the facility.
Lucia exits the prison and reunites with Jason. An electronic ankle monitor is visible on her right leg, indicating she has been released on parole conditions. The initial reunion appears somewhat stiff, suggesting she may have been incarcerated for a significant period. The prison entrance building has barbed wire topping the roof edges, and the facility layout includes multiple levels.
Leonida Department of Corrections
The LDC is the state corrections system for Leonida, modeled after the Florida Department of Corrections. It is confirmed to operate Leonida Penitentiary and employs correctional social workers for inmate rehabilitation. The "Impentinent" Convict
A separate Trailer 1 scene shows an in-game Mega Noticias TV news report about a heavily tattooed man wearing an LDC orange jumpsuit. The word "Impentinent" (a deliberate misspelling of "impenitent") is tattooed across his forehead. The news chyron reads: "Confession written in ink: a tattoo on the neck that gave away himself, key to the conviction of a Leonida man." This character appears to reference Lawrence Sullivan, a Florida man who went viral as the "Florida Joker" and is known for extensive facial tattoos.
