The blueprint is sold exclusively by Areciel, the Witch of Strength, a hidden merchant with one of the most obscure unlock chains in the game.
Unlock steps:
Travel to Tashkalp (north of Demeniss), specifically around the Tommaso Fork Posthouse area near the bounty board.
Locate a small child NPC standing nearby. This is Areciel in disguise.
Lock onto the child and interact with her. When prompted, offer 1 Copper Coin.
After the interaction, her hidden lair is revealed on the map in an elevated region northwest of Urdavah.
Travel to the lair using teleportation or gliding to reach the elevated Witch's Lair structure.
Purchase the Kuku Communicative Pack Blueprint from her shop inventory for 99,900 Silver.
Areciel is typically accessible after players have progressed far enough to explore the northern territories, generally in the mid to late campaign.
Once the blueprint is obtained and registered, players can craft the Kuku Transmission 999K Pack at Grimnir's Kuku Shop inside the Kilnden Workshop. Grimnir is the dwarven artisan who also introduces players to the original Kuku Pot.

Farm Merik first. The Hologram Projector is the rarest component. Clear Merik, Knight of Fortune at the Crimson Mountain Fortress before spending Silver on the blueprint so the craft is not blocked by a missing drop.

Save Silver early. At 99,900 Silver, the blueprint is one of the more expensive books sold by Areciel. Stockpile by completing bounty boards, selling Abyss trade goods, and clearing side quests before making the trip.
