The Lingjing Supervisory Agency is Chongxiao's authority for both Lingjing phenomena and Chaos incidents. It was named on August 25, 2026 when ANANTA published official location pages for the second city, and it is the only Chongxiao institution described in any detail so far.

"Atypical talent" is the closest Chongxiao equivalent to the way Espers are described in Nova City, and an agency that formally tests and certifies such people implies Chongxiao handles the supernatural through licensing rather than through a dedicated task force.
The agency sits in Mingpu District, described as historic and standing alongside cutting-edge technology firms. The word used for it in the district description is the same one used for the district's overall old-meets-new theme, which places the agency on the old side of that divide.
