The player takes the role of a nameless champion, a warrior who fights against humans and demons alike across the battlefields of a demon-infested Three Kingdoms. As in the first game, the hero is defined by deeds rather than by a given name, and Koei Tecmo has confirmed a new playable protagonist for the sequel's brand-new story.

Official material describes him as a young man whose home village was destroyed by Cao Cao's army. He takes up a sword and steps onto the battlefield to avenge it, and that motive drives him through the whole campaign. He is not a strategist or a noble but a fighter, and the studio has said his defining trait is martial skill, set deliberately against the intellect of his companion Pang Tong. The two are described as close friends caught in the same war rather than lord and retainer.
The champion carries the power of a phoenix, the image that gives Wings of Ember its name. The team's stated rule for designing that power is that it must let him do things an ordinary person could not, such as stamping a demon into the ground or hurling one bodily away. Its mechanics are covered under The Power of the Phoenix, and its place in the wider combat system under Combat.
Several basics about the character are still open. Whether character creation returns has not been stated, the champion has not been given a name or a voice actor, and how he connects to the events of the first game has not been explained.
