1919 The only buyer is the Smuggler at the Hidden Smuggler Base in the archipelago, reached during the Underground Network quest from the Smugglers of Port Royal line. Inside the cave, the Buyer stands beside Marita and pays Piastres for luxury goods. No vendor in Tortuga accepts contraband, so the hidden base is the one place these turn into coin.
