They are loot, pulled from defeated pirates on land and, more reliably, from the holds of enemy ships taken at sea. Boarding an intact vessel rather than sinking it is the dependable way to collect them: target hostile ships that show a chest icon above their nameplate, disable the hull with Chain Shot, then clear the deck through Boarding Combat and loot the cargo.
