11Privateer's Gloves is the Rare hands piece of the Privateer's Regalia set in Windrose. The piece is tied to the People of Tortuga Provisioner. The plan unlocks at specific Reputation ranks with that faction; the Coat and Pants plans open at Rank 2 and the remaining pieces at higher ranks.
