Like every recipe paper, it is a schematic: you learn it once at your base, after which the pieces it teaches become available in the build menu. The paper itself is sold by the People of Tortuga Provisioner, whose schematic stock unlocks as your reputation with that faction rises. Reputation is earned by handing the faction's Bounty Agent the insignias and letters of favor that drop from fallen pirates.
