The People of Tortuga Main Base is the faction hub for the People of Tortuga. It sits on a separate island, not on Tortuga itself. One reported placement is within the Brethren of the Coast Waters region; because Windrose worlds are procedurally generated, the exact coordinates vary between saves.

The map marker for the base appears during the People of Tortuga faction questline. Specifically, the base becomes visible on the map after step 2 of the Buccaneers questline, which asks the player to deliver a Bale of Tanned Hides to Charlie Sharpe. Following the marker to the island opens access to the base.
The base is described as heavily fortified. Drop a Fast Travel Bell immediately after unlocking the base to avoid having to resail from Tortuga each time. Fast travel is the only way to avoid repeating the full ocean transit.
Sail in through the gate, take the first left. The Buyer is on the ground floor near the entrance. Charlie Sharpe and the Provisioner stand on the balcony above the Buyer. Black Axel is located at the base before the player passes through the walls (in the outer perimeter area rather than the central courtyard).

Black Axel stretches meal output for free: with him assigned to the Cooking Fire, each cook has a 30% chance to yield an extra portion, so any build that leans on buff meals (Meaty Croc Kebab for Strength, Seafood Platter for Vitality, and similar) grows its buff-meal stock over time without spending extra ingredients. Hiring him requires 500 Piastre and physical access to this base.
The People of Tortuga Provisioner at this base sells the Privateer and Marksman armor plans.
