Stock is intentionally narrow: this NPC only pays for Medicine and Provisions, the two cargo categories the Tortuga civilians actually need to keep their camp alive. The Tortuga Buyer in town is reputation-neutral and sells nothing for purchase, so faction-paid medical and food deliveries route through this main-base Buyer instead.
