A separate trader, the faction Buyer, is present at his location and handles any actual buying and selling. Players should not expect to buy gear or consumables from Charlie directly; his dialogue is quest-advancement only, not merchant stock.24242525Refugee-Crisis Backstory26262727The People of Tortuga faction hideout is a camp of refugees who fled Tortuga after a Blackbeard-aligned pirate raid killed the governor and devastated the settlement. Charlie is leading aid efforts at the camp: coordinating food delivery, managing the Doctor Galen medicine pipeline, and flagging immediate threats to the refugees. His stated purpose is to help the refugees who fled after the tragedy at Tortuga.28282929Quest Chain Context30303131Charlie participates in three quest chains that overlap structurally. Players often meet him through a cross-faction delivery before accepting his own Catastrophe's Aftermath quest:32323333Delivery from the Buccaneers: bring Charlie a Bale of Tanned Hides (handed to you by Henri Boucher during the Buccaneers faction quest). Charlie trades you a Barrel of Rum for the hides. The Barrel of Rum is a quest item, not a drink; do not consume it.Medicine for the refugees: after Doctor Galen cooks a batch of medicine, bring it to Charlie for the People of Tortuga side quest.Catastrophe's Aftermath: Charlie's own issued quest. He asks the player to kill Jim Godart before Godart's pirate camp can raid the refugee hideout. Rewards are 10x Letters of Favor and a significant People of Tortuga reputation boost.34343535Facing Jim Godart36363737Catastrophe's Aftermath sends the player against Jim Godart, a Blackbeard-aligned target who holds a pirate camp that threatens the refugees. His camp is defended by a mix of Sailors and Sergeants, with two Grenadier bodyguards stationed close to Godart himself, so it is worth clearing the lighter enemies before pulling the bodyguards. Charlie marks the camp once the quest is accepted, and returning to him after the kill closes the chain and pays out the reputation reward.38383939Navigation Tip40404141The hideout's multi-level layout has confused enough players that walkthroughs call it out specifically. Enter through the hideout gate and take the first left. The Buyer (faction trader) stands on the ground floor near the entrance. Charlie and the Provisioner are on the balcony above, reached via the palisade walkway, not the main stairs. The stairs lead to the lookout, not to Charlie.
