Charlie is leading aid efforts at the camp: coordinating food delivery, managing the Doctor Galen medicine pipeline, and flagging immediate threats to the refugees. His stated purpose is to help the refugees who fled after the tragedy at Tortuga.

3737 Catastrophe's Aftermath sends the player against Jim Godart, a Blackbeard-aligned target who holds a pirate camp that threatens the refugees. His camp is defended by a mix of Sailors and Sergeants, with two Grenadier bodyguards stationed close to Godart himself, so it is worth clearing the lighter enemies before pulling the bodyguards. Charlie marks the camp once the quest is accepted, and returning to him after the kill closes the chain and pays out the reputation reward.

The Buyer (faction trader) stands on the ground floor near the entrance. Charlie and the Provisioner are on the balcony above, reached via the palisade walkway, not the main stairs. The stairs lead to the lookout, not to Charlie.
