It is located on a separate island (not on Tortuga), typically in or near a swamp region on the south side of the jungle biome. Every Windrose world is procedurally generated, so the exact coordinates differ between saves, but the base is always reachable by sailing the Brethren of the Coast Waters marked on the world map.

The Brethren base is the home of the Brethren of the Coast, while the People of Tortuga, the Smugglers of Port Royal, and the Buccaneers run their own bases and reputation tracks. Raising standing with one faction does not block the others, so most crews work several reputation lines in parallel to unlock the full ship and gear roster.
