Updated Zoe's relationship note for the released game
Zoe is the second named character in SILENT HILL: Townfall and the person Simon Ordell is sent to find. Konami and Screen Burn introduced her at a State of Play on June 2, 2026, describing her as "an inhabitant of St. Amelia, she's a nurse from a local family clinic and dedicated to her job." Konami's announcement the same week called her "a mysterious woman who appears before Simon."
Copy published with the cast announcement on August 25, 2026 keeps that characterisation and adds what drives her: "Unable to turn a blind eye to those in need, Zoe found herself deeply entangled in the lives of St. Amelia's residents and the events that shaped the town."
Her surname is given as Ellis, legible in the game itself on mail Simon picks up. No first-party text has printed it, so "Zoe" is the form used in prose here.
Zoe is the voice heard on the CRTV in the February 2026 reveal trailer. Screen Burn's own words: "We are finally able to put a face and name to the voice previously heard on the CRTV from our reveal trailer." She is heard calling for Simon to return to the island, and simultaneously asking him "what are you doing here?", a question first-party material notes is hard for him to answer.
First-party material puts the same idea in a single line, calling her "a compassionate nurse whose voice reaches out to Simon through layers of static on the CRTV, urging him to come back to her." Konami's current character notes describe her as an inhabitant of St. Amelia and a nurse of the local family clinic, quietly dedicated, unable to turn a blind eye to the problems at hand and compelled to help those in need. Richard reaches Simon through the same set, so the CRTV carries both of the voices calling him back to the island.
The looping signal in the gameplay trailer repeats a short plea three times inside eighty seconds: "Come back to me. Let me leave here. I can't do this much longer. Let me go home." Konami's own material describes her begging Simon to come back to her through static.
Zoe has disappeared from her job by the time Simon arrives. Following her is what structures the opening: the signals on the CRTV relate directly to her past and to the town's, and each location gives up an object that says something about why she left.

Her house in the town is one of the locations the player explores directly rather than hearing about second hand.
Zoe's story is tied to St. Amelia's, which appears to have suffered some sort of medical outbreak, and to Simon's, even though he does not know who she is. The clearest published evidence of a prior link is the photograph of Simon sitting in her house, in the home of someone he does not remember.
Beyond that, first-party material settles nothing. It says only that "Zoe is not someone he has encountered before," and no official source establishes a relationship between them. The released game tells that part of the story, and this page does not describe it beyond what Konami and Screen Burn have published. Reviews of the released game report that part of the game is played as Zoe, and that she carries a pager in place of the CRTV, which warns of nearby creatures less precisely.
The developers have been open that the town's affliction is the game's subject rather than a backdrop. Okamoto has described 1996 St. Amelia as a place where "the reality and delusions within the town slowly intertwine," and Zoe's three scales are the clearest example of that working through a single character: objects standing in for guilt, arranged as a puzzle Simon has to solve before he understands what he is looking at.
Zoe is voiced by Kezia Burrows, announced with the rest of the cast on August 25, 2026. The credit listed alongside her name is Observation, the studio's own earlier game, and it is the only credit in the announcement that points back to Screen Burn's own work. Konami announced the Japanese voice cast on September 3, 2026, giving Yuhko Kaida (甲斐田裕子) as Zoe. The other two roles are on Cast.
Burrows on the character, published by Konami: "Zoe's character is deeply connected to Simon's journey, and more important than the player might think."
Konami published a wallpaper of Zoe when its download page opened on September 14, 2026, listed with the rest of the official material on Trailers and Media. The objects she leaves behind are also covered on Items and Inventory.
